GENERAL:

The TeleCom Clinic College is a dynamic, exciting, technologically advanced, growing college located in the heart of New Jersey.  There are many active and diverse technological challenges.  In the past year, hundreds of Pentium computers have been added to faculty, staff, administrators and student labs; the campus-wide wiring project has been completed that has expanded new voice, video and data network capability.  The college has installed a new electronics network and has implemented several new LANs and WANs.  The college has also embarked on a major web based software upgrade project.

 

 

BASIC FUNCTION:

Primary responsibility is to apply very high-level technical and administrative skills and to take Lead ownership of electronic mail, intranet, web based and other server projects that improve the effectiveness or efficiency of administrative and academic functions of the college in the area of computer systems, and systems applications.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

1.      Provides team leadership and responsibility in the completion of large and complex system and system related network projects.

 

2.      Provide high level systems administration, maintenance, development and traffic analysis functions to a variety of administrative and academic systems platforms; primarily for electronic mail, intranet, web based, and other central-site systems.

 

3.      Manages, coordinates and assigns systems security, login id creation and distribution, records maintenance, system and file backup, file and message restoration, storage quotas, and messaging system software updates or releases on all systems.

 

4.      Develops, designs, programs and administers the college’s web site server, and Internet and Intranet servers. Works with user departments to coordinate the design of each areas web page capabilities and functions, and provide users with mechanisms to upload and modify content.

 

5.      Prepares written documentation for system processes, backup policies, user instructions, application systems and server startup and shutdown procedures, and similar documentation, for all servers and system applications.

 

6.      Monitors server and applications systems functions and usability, review performance utilization, and tune systems to maximize availability and accessibility. Make recommendations regarding acquisition of tools or products that will enhance system performance, add features, or improve service to the college user community.

 

7.      Is responsible for problem resolution on all systems supported, and maintain a database of services provided. Performs as primary liaison between the Information Technology Department and external vendors, consultants or suppliers to resolve problems on supported systems.

 

8.      Performs analysis, administration and programming functions for administrative systems that support the college’s Information Technology infrastructure. Includes involvement in each phase of system life-cycle, need analysis; acquisition or development; implementation; and maintenance.

 

9.      Implement effective policies, procedures and processes to support the sustainability of the colleges administrative and academic servers, email, and web activities.

 

10.  Provide formal instruction on the use of end user systems such as email and web site development for IT staff and other college personnel.

 

11.  Perform other related duties and assignments as directed.

 

SUPERVISION RECEIVED:

Functions without daily direct supervision and assumes substantial lead project and systems administration responsibility. Receives general operational supervision from the Director of Systems Administration and Support.  Expected to work closely with faculty, staff and administrators for day-to-day computing and communications needs. Works closely with other Department of I.T. management, professional and technical staff to coordinate network related work and functions. Expected to perform daily and routine tasks with a minimum of supervision. Attends internal and external training sessions and meetings as directed and necessary for job performance.

 

 

SUPERVISION EXERCISED:

Supervise, train and mentor students, or other part-time and full-time employees that help in the maintenance and support of information technology systems and networks. By nature of the position, exercises indirect supervision of end users in the use and care of the systems that they are using.

 

 

QUALIFICATIONS:

Must possess a minimum of a BS or BA (Masters preferred) degree, ideally in either Computer Science, Information Systems, or a degree in a related field; minimum three years of information systems work experience (preferably in a higher education environment), and a minimum of 2 years of Web administration and Internet based e–mail system administration experience, or UNIX/NT server administration; or equivalent combination of education and work experience as determined by the Department of Information Technology.

 

Work experience must include advanced knowledge and use of complex computer and network hardware, TCP/IP, LAN operating systems and mass storage systems, and SNMP.

 

Excellent working knowledge of Windows 9X/NT, Microsoft Office suite of products, either Netscape or Microsoft Explorer, and one of the following Operating Systems; Linux, UNIX, Solaris, or NT is required. Advanced administrative working knowledge of at least one high-end email system such as Microsoft Exchange or Lotus Notes. Possess excellent knowledge, experience and demonstrated proficiency with Web authoring software, HTML coding, Java, and Visual Basic or Perl.

 

Experience in higher education preferred but not required. Ability to interface and communicate effectively with non-technical personnel, administrative users, staff, faculty and students, as well as professional Information Technology staff. Must possess strong analytical skills, excellent oral and written communicative skills, be a quick learner, self-motivated, patient, and be able to work in stressful situations, and at times, be available to work flexible hours. Initiative, creativity and decision-making are required.

 

PHYSICAL DEMANDS:

There are some minimum physical demands for this position. Using and reading from a PC for extended periods of time, moving around a crowded Network Operation Center, moving and carrying server and communications equipment, working with electronic equipment, often in crowded surroundings, and the need to go to end users locations are amongst the demands of this position. May be called upon to physically open and work on servers, PC’s and communications equipment.

 

NON-PHYSICAL DEMANDS:

There will be the occasional need to work non-traditional hours and long ours of continuous concentration.

 

PROMOTIONAL OPPORTUNITIES:

This is considered the highest-level technical position in a family of positions. Promotions to other management level positions are not necessarily expected from this position, but may take place with proper training and experience.
