JOB TITLE:        DIRECTOR OF TELEPHONE SYSTEMS

EXEMPTION STATUS:       Exempt / Non-Exempt

BASIC FUNCTION:

Responsible for expansion, installation, maintenance, operation and management of the voice/data telephone system installed, and all computer networks. Must prepare long range plans and can manage a "telephone company."

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

1.      Direct the personnel, financial and operational activities of the Telephone Systems Department, including the development and administration of a rate structure to ensure that the total operation is self supporting.

2.      Implement and manage a resale center to include analyzing traffic reports to monitor performance and compliance of contracts with resellers, and continually review rate structures established.

3.      Develops and implements plans, policies and procedures that allow for cost effective use of the voice/data telephone system and network for carrying out the mission of the organization.

4.      Analyze telephone requirements of departments and recommends equipment and system designs.

5.      Plan, coordinate and implement voice and data communications networks, including all local area networks and develop requirements for lines, modems, multiplexers, micro computers, interfaces and software needed for efficient and reliable communications purposes.

6.      Act as liaison between Telephone Systems and all other departments, local and long distance telephone companies, 

governmental agencies and the general public, resolving complaints and problems.

7.      Evaluates' proposals from vendors on equipment and service and recommend the purchase of necessary equipment and services.

8.      Responsible for and ensure that all maintenance and repairs are performed and coordinate with vendors to see that emergency repairs are handled in a timely manner.

9.      Prepare special reports and handle assignments dealing with telephone voice/data for upper management.

10.    Maintain a current record for all telephone equipment, cable records (plant), and service information.

11.    Direct training of new employees on system.

12.    Provide for repair service for microcomputers, associated peripheral devices and local area networks.

13.    Recommend appropriate equipment for network use.

14.    Responsible for installation & primary training associated with equipment for network use.

15.    Perform other related duties as required.

SUPERVISION RECEIVED:

Performs under the general direction of The Director of Data and Telephone Systems.

 

SUPERVISION EXERCISED:

Functional and administrative supervision is exercised over professional and support staff.  

QUALIFICATIONS:

Bachelor's degree in Business or Communications or closely related field, or equivalent combination of education and related work experience. Knowledge and experience in computer network requirements and network management. A minimum of three years' experience in Telecommunica­tions Management with knowledge of digital PBX is required. Training in telephone services, local area networks and resale. Ability to communicate effectively, both orally and in writing. Experience in compiling traffic (voice/data) reports, scheduling and controlling circuits. Previous experience in the implementation of a large telecommunications system.
