JOB TITLE: DIRECTOR OF TELECOMMUNICATIONS

BASIC FUNCTION:
To develop plans, specifications
and the technical terms of purchase of other contract documents as they relate
to an organizational voice and data telecommunications and video systems.
Oversee the design and installation of telecommunication and video systems and
direct their operation and maintenance. Responsible for budgeting, expense
distribution (price setting), staff development and supervision.
CHARACTERISTIC DUTIES
AND RESPONSIBILITIES:
1. Employs technical and
administrative expertise in the development of specifications for a voice,
video, and data communications system, including designing, managing and
operating broadband (coaxial, microwave) and base band (twisted pair, coaxial)
transmission systems, applying data communications and software protocols.
Designs, plans, installs, and operates interfaces with other communications
facilities.
2. Plans and directs
telecommunications projects including the installation and of testing programs
for new communications systems, involving technical and financial assessments
and evaluations of contractors, software and equipment vendors and their
products, with maximum flexibility and minimum disruption of current operations
and services.
3. Maintains overall
responsibility for the 24 hour a day, uninterrupted operation of the organization
communications systems, including telephone operator services. Assures
efficient network management and usage, traffic control, minimize failure, and
emergency backups.
4. Provide bench testing
and repair, including fault detection, isolation and repair of various
telecommunications devices and components.
5. Manages
administrative services related to the system, including budgeting and billing
for services provided. Prepares and submits equipment and service record
keeping, and management reports. Manages contracts and other business
relationships with vendors and common carriers. Develops and publishes users'
guides, provides directory services and technical counsel to using departments.
6. Coordinates with all organization
departments and services to assure reliable, cost-effective telecommunications.
7. Plans and implements
training programs.
8. Assists in providing
computing services and consulting to off-site locations for hardware/software
and telecommunications planning and acquisitions between Information Systems
Division and reporting organizations.
9. Keeps abreast of
trends and technical developments in the field by self-study, participating in
job-related seminars, courses or conferences, and liaison with vendors. May
represent the organization in communications tariff proceedings and to
government regulatory and emergency services agencies.
SUPERVISION RECEIVED:
With the Vice
President for Computing and, Director of Information Technology and Services,
the Director of Telecommunications serves on the senior management council for
information strategies and the development of long range goals and budget
objectives.

EXERCISED:
Organizes and directs the activities of the department; hires, disciplines and/or discharge subordinates within established organization guidelines; evaluates performances, recommends salary adjustments and initiates other personnel actions.
QUALIFICATIONS:
Graduate degree in
related technical discipline and at least 5 years of related experience at a
managerial level including financial and budgetary activity; or an equivalent
of education, specialized training and experience.
This job description seemed to take
great pains in defining a complete and high-level position within the
organization. The level of detail for the Qualifications do not seem to be in
alignment with the job function. The author would have used a more detailed
approach such as the following:
College degree required, preferably a B.A. or B.S. in Computer Science or Engineering, a minimum of five years experience in telecommunications management, analysis and design and/or data processing management, or a combined equivalent of education and work experience. Strong working knowledge of telecommunications and managerial concepts and large PBX system environments. Must have excellent interpersonal, verbal and written communication skills. Supervisory/management experience. Experience in a large, complex organizations required. Ability to interface with users and staff and possess excellent oral and written communicative skills. Must be able to work in stressful situations
