JOB TITLE:        DIRECTOR, TELECOMMUNICATIONS & MAIL SERVICES

BASIC FUNCTION:

Responsible for the management, operation and maintenance of an integrated 8,000+ line telecommunica­tions system servicing the entire organization, including off-site locations, and oversees the entire mail services department.

 

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

1.      Direct and manage the organizations telecommunications activities including: an 8,000+ line PBX system, voice mail systems, pay telephones, incoming and outgoing local trunks, T1 spans to common carriers and the long distance network.

 

2.      Provide direction for the mail and postal service matters including: U.S. mail delivery and pickup, campus mail delivery and pickup, bulk mail processing, overnight delivery and express mail, parcel shipping and delivery, on-campus post office services, and the implementation of inter- and intra- campus FAX mail systems.

 

3.      Responsible for the cost-effective financial management of the PBX system and other departmental activities. Prepare a variety of projections, budgets, analysis, simulations, models and reports.

 

4.      Maintain regular contact with customers (both telecommunications and mail) to monitor the level of service provided. Make/recommend organizational, policy or procedural adjustments as needed to maximize service to the campus.

 

5.      Provide assistance to off-site institutional activities in selecting, installing and operating stand-alone switching systems.

 

6.      Keep abreast of technological improvements and recommend major software/hardware upgrades or changes to the VP who coordinates technological development for the organization.

 

7.      Serve as institutional liaison with local telephone company, AT&T and other OCC's, U.S. Postal Service and other vendors on routine telecommunications and postal related matters.

 

8.      Oversee PBX maintenance activities and moves/adds/changes (MAC) performed by vendors. Continually evaluate cost-effectiveness of current vendor-provided service and make adjustments as necessary. Over a five-year period, develop and phase-in an in-house maintenance program.

 

9.      Perform other related duties as assigned.

 

 

SUPERVISION RECEIVED:

Reports directly to the Vice President for Information Technology. May report to various committees with oversight for organizational telecommunications services and support services such as the Post Office operations.

 

SUPERVISION EXERCISED:

Provides direct supervision to staff of telecommunications professionals and mail service managers and supervisors.

 

 

QUALIFICATIONS:

Bachelor's degree in business management, computer science, engineering or related field with at least 5-6 years experience in management of an on-site PBX or equivalent combination of education and work experience that may include a Master's degree and 3-4 years experience. Excellent communications skills needed. Experience with personal computer driven database and spreadsheet applications software desired.
