JOB TITLE:        ASSISTANT DIRECTOR OF NETWORK ENGINEERING

BASIC FUNCTION:

To direct and supervise the activities of the Network Engineering Department and provide technical knowledge of telecommunications programming, networks and projects to meet the requirements of the organization's various Telecommunication Projects.

 

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Under general direction and with considerable latitude for independent judgment and initiative:

 

1.      Directs the activities of the Network Engineering Department. Supervises, assigns work, directs and checks the work of assigned personnel, including Senior Communications Analyst, Communications Analyst and Analyst/Programmers; instructs, orients and trains personnel. 

 

2.      Has responsibility for the data communications portion of the organization's Telecommunications Project, including the design, development, implementation, cost-effectiveness evaluation, modification and maintenance of the telecommunication links to the Computing Center and other host computers.

 

3.      Designs and implements measuring and monitoring equipment for the telecommunications network (e.g., central batch panels, central measuring equipment, line and modems testing/ monitoring equipment, etc.).

 

4.      Evaluates, costs-out, selects, and coordinates the installation of telecommunications equipment.

 

5.      Evaluates and coordinates the implementation of network connections to various locations within the organization. Implements and maintains coaxial links as required for terminal controllers and their associated terminals.

 

6.      Assists in the diagnosis of telecommunications problems, including hardware, software, and telephone systems problems.

 

7.      Provides systems software in the telecommunications area for link control, network protocols, testing communications equipment, bypassing temporary outages, enhancing deficient programs, testing microcomputers, collecting data for measurement/control, and similar purposes. Performs some design tasks at the circuit level and on interfaces

 

8.      Has responsibility for analytical research related to continuous growth and enhancement of the telecommunications networks. Prepares budgets for installations and modifications as well as for current operations (personnel, travel and conferences, training) for inclusion in the overall telecommunications department budget. Has accountability for compliance with budget limits in assigned parts of division budget. Recommends rate structures for telecommunications facilities and services.

 

9.      Designs and implements data base or applications software for billing, network operations, and analysis of division activity.

 

10.  Keeps abreast of trends as they relate to the field by self study, attending job related seminars, courses or conferences which enhance personal development and strengthen the user function.

 

 

SUPERVISION RECEIVED:

Receives general direction from the Director of Information Services.

 

SUPERVISION EXERCISED:

Makes' recommendations on hiring, promotions, pay changes, disciplinary actions and evaluates performance. Exercises considerable latitude with independent judgment and initiative. Assumes the roles of director in their absence, exercising direction and supervision of all departmental activities.

 

 

QUALIFICATIONS:

Bachelor's degree in related discipline such as Computer Science or Engineering and 4-5 years of related experience, preferably 3-4 years in a supervisory capacity; or an equivalent combination of education and experience.
